Six states have implemented legislation that aims to eliminate the harmful practice of "rehoming," also known as "adopting from disruption" or "non-legalized adoption." Adoptive parents who are overwhelmed or struggling with the enormity of caring for their child--who is most often foreign-born, with a history of abuse and mistreatment--turn to the Internet in an effort to find their son or daughter a new home. Sometimes it works out. Sometimes it doesn't. If the child is abused, neglected, or otherwise harmed, it won't come to light until much later—because child-welfare authorities aren't told about these adoptions. We cannot wait for a tragedy to happen here. Prevent. Don't just react. |
